Atmospheric gases such as nitrogen and oxygen can dissolve in water. ... When you add water to water speedily from your faucet and allow it to warm to room temperature, nitrogen and oxygen slowly come out of solution, with tiny bubbles forming and coalescing at sites of microscopic imperfections on the glass.

Answer:

When we stir water, why do bubbles form? Because you're disturbing the surface which makes air descend into the depressions on the waters surface. And when water then covers the made depression the air is now trapped inside the water as bubbles and then floats up. All this happens very quickly.
