Why is Windows Explorer called a file manager?

Windows explorer is called a file manager because it helps you open files like HTML documents.

Because you can manage your files in the Windows Explorer like you can delete and rename your file, cut, copy, paste,etc.
In Windows Explorer you can see the properties of you file also.
