Woods Despatch (19th July, 1854) is called a Magnacarta of English education and also as an Intellectual charter. ... In accordance with Wood's despatch, Education Departments were established in every province and universities were opened at Calcutta, Bombay and Madras in 1857 and in Punjab in 1882 and at Allahabad 1887.

Hey....Woods Despatch Act of 1854 is also called Magnacarta of english education because:-
1)It gave a detailed plan for each department of education.
2)Institutes for the training of teachers were opened.
3)Universities were set up at the presidency towns of Bombay,Calcutta and Madras
4)Assistance was provided to vernaculars schools.
