It's backwards on the hood so it's frontwards in the rear-view mirror of any car in front of it.
Imagine: you're driving along and suddenly there's motion behind you. You look in the rear view mirror and see AMBULANCE -- you immediately know what's going on. If you saw backwards letters (as you would, in a mirror, if they didn't reverse them on the truck), it'd be more confusing.
Basically if you're standing there looking directly at it you already know it's an ambulance.

The reason for writing AMBULANCE laterally inverted is so that the person in the vehicle in front of the ambulance is able to see the word again laterally inverted and clear on his vehicle's rear view mirror.
