it is specially designed special purpose diode with which is used in Reverse biasing
can be given with high reverse voltage
IT act as a voltage regulator
can be given with high reverse voltage

bcz if it is connected in forward bias mode it does not regulated the voltage

When biased in the forward direction it behaves just like a normal signaldiode, but when a reverse voltage is applied to it, the voltage remains constant for a wide range of currents. ... This breakdown point is referred as zener diode.
