Zinc layer is deposited over iron and not tin because it is more reactive than iron and hence is used in the galvanization process.
This is done to protect the iron surface from rusting.
When iron is galvanized using zinc, then zinc reacts with oxygen present in the atmosphere and this results in the formation of a thin layer of oxide on the surface which protects the iron from corrosion and rusting.
