As the standard Gibbs free energy of formation (ΔfG) of ZnO (Zinc Oxide) from the Zn is smaller than that of the CO2 from the Carbon Monoxide (CO), the CO cannot produce Zn from the ZnO.

Hence, Zn is not extracted from the ZnO through the reduction process by using the CO.
