Don't you think that Bombay is already a smart city.
And perhaps the smart city project needs a lot of space and bombay does not have that much.

Bombay or Mumbai is already a very developed place.
it is the only place in India with the most number of billionares and a project like smart city is to encourage other weak cities and needs a lot of space. Mumbai is very crowded and also a metropolitan city.
