Why isn't MR JAYAKAR held responsible for the partition of India? Was he not the one who refused reservations for the muslims?

M.R Jayakar isnt responsible for the partition of India. When India got independence in 1947 ,the British concluded that there will be a division between the nation as India and Pakistan.
Yes he was the one who refused to have a reserved reservations for the Muslims.
