why isn't rusting called combustion?

in rusting there is a participation of both h2o and o2

and in combustion there is only need of o2

Rusting is not called combustion because rusting of iron is an exothermic process as heat is released during rusting whereas combustion is a chemical change in which a substance reacts with oxygen and give out energy in the form of heat or light.
