Nerve fibres are present up-to the hair root or the bases of the hair. They are not present in hair. Therefore, when someone pulls our hair, they are pulled from the base and so nerve fibers can sense pain. But when we go for a hair cut, only the hair part which can be seen is cut and nothing is done to our hair root so, we doesn't get sensations.

Thanks.

Do you mean haircut???
If it is here is your answer:-

Hair is made up of proteins, which are dead cells.

They are attached to the scalp with living cells, from where they grow.

So, while getting a haircut a person does not feel pain because dead cells are being cut, but when it is pulled from scalp the living cells are also being pulled along.

Hope you understand:)
