The government has to enact laws to improve the working conditions because workers cannot work efficiently if they don't have right working conditions. The workers' union takes care of workers welfare. The government also supports them. Without the proper conditions, workers face problems.

Industrial revolution spurred growth and attracted lot of people from villages to cities.  Cities expanded rapidly and new cities were being built near factories to house industrial workers who had to live somewhere. This kind of urbanisation was not a good thing. City people often lived in cramped, overcrowded housing with poor sanitation and disease and crime multiplied. Workers faced harsh conditions both at home and work place. People laboured for long hours with low wages in dangerous conditions with no job security. That is why the government needed to act and enact laws to improve working conditions.
