A seat belt has a hold on the person reducing the inertia. During a sudden break, the upper part of our body tends to continue in the state of motion (inertia of motion) and the seat belt slows the process hence preventing accidents.

It is advisable to wear the seat belt because if any how, a sudden break is applied, the upper body of the person doesn't hit the front part of the vehicle as if a sudden break is applied then the person still takes time to come at rest and thus he is still in motion. So just to reduce the motion of the person ( or inertia ), seat belts are preffered so that the person doesn't hits himself and is thus saved from an accident.
