why it is advised to tie any luggage on the roof of buses​

This is due to the fact that the inertia pf luggage tends to maintain the motion of the luggage even when the vehicle stops and hence the luggage can be thrown in the upward direction. So if we tie the luggage, it take some times to overcome its inertia and hence the object will not fall .
