because they don't easily get their voting cards On the other hand they don't really know how politics works.

since they are poorer and are mostly uneducated slum dwellers do not get voting power they need
though the government has spread the network for voting and might as well every slum dweller.
could vote since government has invested in lot of campaign for encouraging of voting
