why it is difficult to put an eye into motion than to maintain in motion

Here is your answer,

It is difficult to put an eye into motion then to maintain in motion because when we see any body which is in the state of motion , A static friction  acts. 
whereas when we are in the State of motion , we posses a kinetic energy , thus kinetic friction which usually greater then static friction.
 
Thus we're unable to maintain our eye to the body.
