why it is difficult to shoot a fish swimming in water

becaue of the dispersion of light in the water we r not able to see the fish in water correctly and when we see the fish in the water we do not see the real fish it is just ahead of the position at what we see it so we r not able to shot the fish

because it keeps moving inside the water and sometimes people are also not able see them properly and force of the bullets decreases as it enters the water
