1. In order to answer this question,one should know how balance is maintained
When the bicycle is not in motion,I mean still with respect to the observer the probability to fall either of the side is 50% assuming it to be with same density, but when it is in the motion a force is acted right towards its forward now the chances to fall is decreased as there is a force which doesn't allows the bicycle to fall easily. And thus it's bit easy to balance while the cycle is it in the motion as rather than while it is still
