The main reason behind the separate pipes is to prevent overflowing. Sewage water, as the name suggests, carries waste disposal which through pipes is then transferred from the place to the treatment plant.
Flood water is clean in terms of it does not carry sanitary waste materials.
If there is a single pipe that renders to both sewage and flood water, the pipes can choke as a result of overflow and can cause drain water flooding in the streets.
This also helps in treatment of the water as flood water does not need to undergo all the processes as sewage water.
