if an atom has a very less no. of electrons in it's outermost shell...then in order to reach the octate state, it will donate the electrons rather than accept a relatively large no. of electrons(5,6,7).. it is because the atom will try to conserve its energy and will avoid gaining the mentioned no. of electrons( as it results in the consumption of more energy)....
