Heat of evaporation.
It takes a substantial amount of heat to evaporate water. If the water is on your skin when it evaporates, it absorbs heat from your skin to do so.
Transferring that heat to the water means there's less heat in the source, so it gets cooler. When the wind blows, it increases the rate of evaporation, which increases the rate at which the water is absorbing heat from your body.
Note that this isn't unique to water--other liquids that evaporate at around room temperature (e.g., alcohol) have about the same effect....
