Our system of elementary education is the second largest in the world with 151 million children enrolled in 1994-95 in the age group of 6-14 years covering about 91 per cent of the children in this age group.

These changes have contributed in raising the overall literacy rate from 18.3 per cent in 1951 to 52.2 per cent in 1991.
