hair is made of dead cells so when it is cut it doesn't hurt but the scalp through which it is attached is made of living cells so when our hair is pulled it hurts.

this is because when someone pull your hair, the roots of the hair , connected to the skull get pulled and when the roots are pulled it give us pain because they are the part of our skull and is a part of the skin in our skull.
But when someone cuts the hair it doesn't pain because the roots do not get problems and also because while cutting hair the skin or our skull or the roots which are deep inside our skull do not get damaged this is the reason why we doesn't get hurt while the hairs are cut off
