when you jump from a moving train your body is in inertia with respect to train and in motion with respect to ground so when you jump from a train your body will be at the speed of the train so when you collide with ground you will feel a sudden impact of ground which can break your leg also but while you are in the stop the train you are at rest with respect to ground so you will feel less impact and it will not hurt you
this answer can also be example of relative motion
