Developed is a term used to describe countries who are up to date, becoming up to date, or are ahead of what we deem to be the current standards of living.
Of which, Japan is all three categories.
There are some cases where they are quite advanced, and other cases where they are quite behind.

With that being said, I think you are imagining the places in which they have rice fields, and a lot of other places not currently fully developed.
But the same can be said for literally every other country.
There are so many places in America that aren’t developed, and some that look developed but they are currently drinking water with lead in it.
Other places are drinking water with fluoride (banned by many countries being it is radioactive).

Lastly, there are places in Japan where they are incredibly advanced and there are things that you can only see in Japan because of it.
You can look up a list of research projects, of which, other countries would only dream that they would be able to get their hands on.
