why Kerala has low per capita income then Punjab

Though Punjab has better per capita income, Kerala still has good Human Development because of the following reasons:

1.Impressive Health Care Facilities- There are over 2,700 government medical institutions in Kerala, with 330 beds per 100,000 population, the highest in the country
2.Political Awareness- The alternating elected right and left government have taken steps for the welfare of the people. Methodically they invested in education and even worked for the land reforms.
3.Education - Education has been made available to all. Their is absolutely no baseness in this field. The upper castes, such as Nairs, Tamil Brahmin migrants, Ambalavasis, as well as backward castes such as Ezhavas had a strong history of Sanskrit learning. History shows that especially those belonging to the matrilineal Nair caste, received an education in Sanskrit. Kerala's literacy rate 91% (2001 survey) is almost as high as in China (93%) or Thailand (93.9%)
