Why kerala's people r educated and in Bihar's people education go low

there nothing like that bihar's people are low educated as the no. of IAS and IPS from is twice of that Kerala but it's said so as during British rule Bihar was under Bengal province which was capital at that time and was suffered from a big famine but Kerala is a place where Christian live and as we know Christians consider English as there common language. Kerala's are all educated but they can speak good English and speaking good English doesn't mean they are well educated.
