Why kerala state has development ranking than maharashtra, in spite of lower per capita income?

Explanation :- for measuring development only income factors ( as written in ques per capital income) is not considered but along with that others factors of development like health and education are also considered. So overall kerela is more developed than Maharashtra seeing all the important factors of development.
This is my opinion but I m not very sure of this.
