In simple words, velocity depends on area vector... The condition here is that there product remains constant at any point on the elliptical orbit.. At perigee area vector is minimum.. Thus velocity has to be maximum here.. And kinetic energy is proportional to the second degree of velocity.. Similarly the quantities will be minimum at apogee
