At the surface temperature changes fastly as compare to lower region of lakes. In lower region temperature remain unchanged for a bit more time than that of the upper surface so upper surface freezes first.

Right when the water freezes to ice,the ice becomes significantly less dense than the water and continues to float on the lake surface. Below 4degree celcius , water becomes less dense as it colder, causing water about to freeze to float at the top.
