why last shell of atom only 8 electrons can be there​

Row 2 elements on the left will lose electrons to get a full outer shell, elements on the right will gain electrons to get 8 electrons in their outer shell. ... The basis of the octet rule is that atoms 'want' a full outer shell of electrons, i.e. they are most stable with a full outer shell.

No, at first there are not only 8 electrons in valence Shell for every element.

There is a electronic configuration rule in which what no. of electrons should be kept is given.

K = 2

L = 8

M = 18
