Water is abundant so there is no need for transpiration to help cool and transport water and minerals into the leaves. Yes. But in some cases submerged plant species don't have stomata. The aquatic plant which leaves floating on surface of water then stomata is on upper epidermis of plant.

There is no requirement of cooling in underwater plant.
Explanation:
- The main function of stomata other than exchange of gas is to cool the plant during the hot terrestrial weathers due to the process of transpiration.
- During the process of transpiration water vapour is lost and as a result due to the heat which is lost the plant gets cooled down.
- However in aquatic condition where is sample amount of water so as to cool the underwater plants. And hence they do not require transpiration.
- Moreover the the exchange of gases takes place from the oxygen which is dissolved in water.
