why light is not considered as a matter.....???

To be considered 'matter', something must have what is called resting mass and volume. Light is that form of energy which does not have resting mass or volume, so is not considered as a matter.

It would seem that photons would be matterwhereas the waves wouldn't. It turns out that for both theories light isn't matter. A photon is not matter because it has no mass. This is different from matter such as electrons and neutrons which have masses.
