why light rays are bend when it transfer from one medium to another?

when a light ray transfer from a rarer medium to a denser medium such as from air to water the ray bends towards the normal.

Due to different speeds of light in different transparent mediums......speed of light decreases and light ray bends towards the normal when it passes to a optically denser medium while speed of light increases and light ray bends away from the normal when it passes to a optically rarer medium
