why liquid surrounding only one free surface?​

Liquids do not have any shape. They have a free flat surface which is so maintained by surface tension force between air and liquid. Inside liquid, we have cohesive forces which balance each other but on the surface, the unbalanced attraction of molecules at the surface of a liquid tends to pull the molecules back into the bulk liquid leaving the minimum number of molecules on the surface. This makes the liquid layer always flat.

Liquid contain only one free surface because force of attraction is less between the atom which do not allow it have more than one free surface.
