The Lok Sabha is the more powerful of the two Houses. No Bill can become law unless it has been passed by the Lok Sabha. The Lok Sabha shares with the Rajya Sabha the power of amending the Constitution. It can also prefer a charge of impeachment against the President. The elected members of this House form a part of the electoral college for election of the President. The Vice-President is also elected by members of this House jointly with the members of the Rajya Sabha. Though the President is the supreme commander of the armed forces, the exercise of his powers is regulated by law. Parliament has the exclusive power with regard to defence forces and war and peace. It can be said that Parliament controls the entire country, the Lok Sabha exercising greater control.
