why man can't see in night if man is blind he see with the help of light then why some people have low eye sight and some are naturaly blind

because of lack of some special cells and also due to vitamin a deficiency , vascular diseases, etc.
man cant see in dark because both rods and cones are sensitive to light when it is dark the cones lose their ability to respond in light.and also due to no reflection because there is dark and if light is not there then it will not goes and reflect objects on retina which makes things visible.
