why management is not considered as full fledged ptofession like medical and legal profession?

The definition of a profession: an occupation requiring special education (especially in the liberal arts or sciences). Based on that definition, management would be a profession, especially as it pertains to an MBA or other advanced degree. This also applies to Professional Engineers or even a professional soldier.
However it is true that the three professions traditionally believed to require advanced learning and high principles are law, medicine and theology. You might say these groups had the better lobby in the mind of public opinion. So, management still has something to aspire to in order to be recognized as belonging to this elite group of three.
