The Mandal Commission Report raises many heckles even today. When the report was released by the V.P.Singh government in the year 1990, there were widespread protests all over India ( mostly North India). Apparently the public did not like this act of reservations in government jobs for another category called OBC ( other backward castes) and expressed their anger and anguish through these protests.

The self immolation attempt by Rajiv Goswami, a student of Deshbandhu College in Kalkaji, New Delhi was the defining moment of these protests.

Who were the protesters? :

We Indians are forgetful people.

We blame someone because everyone is blaming that person. We do not want to look for the facts.

V.P. Singh had only made the report public. He could not have implemented it without a vote in the parliament. He did not have the majority. His government was supported from outside by the BJP as well as left parties. These parties could very well have defeated the reservation bill when it came to parliament.

But that would hurt their vote banks.

That would be the democratic way.

But all our parties are hypocrites.

V.P. Singh was painted as an outcaste because of this report and he is still tainted by these protests.

The protests were fanned by the political parties just to discredit the government of the time. I had actually seen the protests and devastation in Haryana which was supported by the then ruling party led by Om Prakash Chautala. The disturbances were created by the state goverment supported protesters.

Apart from the few spontaneous protests, most were the handiwork of politicians whose sole aim was to tarnish the image of an already shaken government.

Mandal and Kamandal:

BJP was an outside supporter to V.P. Singh government.

Their performance in the 1989 Lok Sabha had emboldened the party ( from 2 seats to 85) to go one step further. They were not content to just support the government from outside and let V.P.Singh hog the limelight.

L.K.Advani started his nation wide Rath Yatra for ensuring that BJP stays in contention at all time.

V.P. Singh was fighting within his own party. The combination of Chandrashekhar and Devi Lal was proving a thorn in the flesh. He considered this report as his way to glory. His thinking was that with implementation of this report he will ensure his vote bank forever and would become a real leader of masses.

Alas, it went wrong for him.

His opponents made sure of it that he was squarely blamed for all that was wrong with the report and never got the credit for whatever was right.
