Many social groups which were enthusiastic in the earlier phase of civil-disobedience movement became lukewarm during the second phase because most of them were unhappy on the decision made by Gandhiji for the call off of the movement. When the movement was restarted many of them thought that the movement will again be called off. So, they didn't support.
