Vacuole is prominently used as a storage area of inorganic and organic substances in plant cells that are parts differentiated tissue. These cells almost have no need for division.
On the other hand, meristematic tissues have actively dividing cells that have a dense cytoplasm and thin membranes. These two characters along with the absence of vacuoles help in easier division.
