Metal is treated with HCl so that the top layer of the metal is removed, which may contain oxide of that metal or any impurities.

This is done so that the metal is galvanized properly, and so that it won't corrode again.

Answer:

HCl cleans the steels of oxides

Have a look at this equation

FeO + HCl = FeCl2 +H2O

Note: iron used here is Iron (II) although HCl can react with many other metal oxides
