Treaty of Vienna was hosted by the Austrian Chancellor Duke Metternich, and by the Treaty the conservative regime was set up in different parts of the Europe.

In opposition to this, Mazzini started forming many revolutionary groups and societies to oppose the conservative government. He formed 'Young Europe' in Berne and 'Young Italy' in Marseilles. Also he committed a revolution in Liguria at the age of 24 in 1831. His groups and societies committed many revolutions and protest. That is why the Metternich described Mazzini as 'the greatest enemy to our social order'.
