The lone pair of chlorine atom is delocalise over the conjugate double bond ring of benzene which adds a double bond character to the C-Cl bond of the chloro benzene which makes the bond shorter so hydrolysed becomes difficult while in alkyl halides methyl chloride there is a single bond and polarity too much is easily hydrolysed
