The Institutional Revolutionary Party (PRI) has been traditionally the ruling party in Mexico. Formally, Mexico is a democracy. But the PRI has mastered the political system and has ruled Mexico for most of the time. It regularly rigs elections and it has been very difficult to oust the PRI from power in Mexico. Hence, the method of winning power by the PRI has been undemocratic in Mexico. As a result, Mexico under the PRI has been a non-democratic country.
