In real, people of Mexico had no choice. There was no way the ruling party could be defeated, although the Mexican people were against it. Till 2000, each  election was won by the PRI. Opposition parties could never manage to win

Explanation:

(i) In the polls, the PRI used plenty of "dirty tricks".

(ii) All staff of govt staffs & offices had to partake in all the "meetings of the PRI party".

(iii) Govt school teachers had forced parents to vote for the PRI  party

(iv) The media,  except to condemn opposition parties, ignored the role of "opposition political parties", and gave importance only to the PRI party.

(v) At times, in the "last minute", "polling stations" were  moved from one location to the other, making it "difficult to cast votes".

(vi) For its candidates, the PRI party "invested a considerable amount" of money in the "campaign"

(v) Mexico never could conduct "fair elections" as each  election was won only by the PRI party.
