Answer: Free electron carry heat and electricity. Therefore, thermal conductivity is directly proportional electrical conductivity. So mica has good thermal conductivity due to phonons, but doesn't have sufficient free electrons to be a good conductor of electricity. That's why it is a good conductor of heat and bad conductor of electricity.
