Why mizoram, nagaland and meghalaya are exempted from the purview of the 73rd amendment.

73rd amendment is to empowers women to hold office in local governance bodies by giving them 33% reservation. But Mizoram, Nagaland and Meghalaya are excluded in this because of male domination and traditional organizations of the 16 major tribes “to invite necessary suggestions” in relation to the municipal Act, including women’s reservation.
