Why modulation index is restricted between 0 and 1?

It is the ratio of amplitude of modulating signal to the carrier signal.Modulating voltage is always less than the carrier voltage, modulation index is always less than 1. It is between 0 to 1. It can be equal to 0 and equal to 1 also indicating no modulation and perfect modulation respectively
