The 1919 reforms did not satisfy political demands in India. The British repressed opposition, and restrictions on the press and on movement were re-enacted through the Rowlatt Acts introduced in 1919. Gandhi launched a nationwide protest against the Rowlatt Acts with the strongest level of protest in the Punjab.
1]In 1919, the British Parliament passed another act to bring constitutional reforms in India.
2] This act is known as Montague Chelmsford Act.
3] According to Montague Chelmsford Act, less important departments were transfered to the Indian ministers, whereas the important departments like Finance, Home Affairs and Revenue were under the control of the British Governor.
4] The 1919 Act did not give much exposure to the demand for Responsible Government of Indians.
